A socialist idea put forward by Americans but would you agree.?

The general public should only be educated to a level where they can perform various jobs. However, a few elite should have a more general and higher level of education. Presumably this elite would be based on higher IQ's. This comes from sociology which was an invention by Americans. I think this has something to do with what they called social engineering.
