Is the Fed lowering the interest rate and affecting mortgages an example of Fiscal or Monetary Policy?

need to know b/c I am writing a paper for econ on an article from a newspaper that talks about the Fed lowering rates and the effects on the mortgage industry. The difference b/w Fiscal and Monetary policy really confuses me!!!!
