Is environmentalist South Africa committing national suicide?

It's like Bob says...that's to be expected when combatting global warming. That's why they've set up socialized welfare programs for entire nations...they'll send "aid" to these nations for intentionally stunting their own growth (they just have to bow to every whim imposed on them). Turning entire nations into ghettos, one step at a time. Sounds worst than Bush's brand of Democracy/Freedom.
